As of December 13, 2024, the new EU Product Safety Regulation GPSR applies – and many sellers do not yet fully comply. Those who rely solely on Amazon’s requirements are taking a real legal risk. Find out here how you can use the AI tool Pangoron to create GPSR-compliant risk analyses and safety reports.
What does the GPSR really require?
The GPSR goes significantly further than what Amazon asks of you. Ignoring this could mean you’re not legally compliant — with concrete consequences for listings, liability, and fines.
The EU General Product Safety Regulation has replaced the previous Product Safety Directive since December 13, 2024. Its goal is to better protect consumers throughout the EU from dangerous products — especially in cross-border online trade.
The main novelty is that the GPSR now also applies to previously non-harmonized product categories, not just harmonized products. In addition, the requirements for risk analyses, safety information, and market surveillance have been significantly tightened. In essence, the following is required:
Product risk analysis
Every product must be systematically analyzed for potential hazards — mechanically, chemically, electrically, or in application by children. CE marking or a TÜV report alone are no longer sufficient. Ideally, your risk analysis is based on RAPEX, the EU-wide rapid alert system for dangerous non-food goods.
Safety instructions in the language of the country
It is mandatory to provide easy-to-understand safety instructions in the language of each relevant EU consumer. This includes all relevant information for safe usage, assembly, storage, and disposal of the product — including specific warnings about potential risks.

What happens if you violate the GPSR?
If you cannot provide a risk assessment or clear safety instructions, you risk the following:
- Product recalls by authorities or platforms
- Cease-and-desist letters from competitors or consumer protection organizations
- Fines running into five figures
- Liability in case of damages – both personally and for your business
- Suspension of your Amazon or marketplace listing
The GPSR includes active market surveillance. In case of doubt, you as a seller must prove that your products are safe and compliant. If you’re unprepared, you could quickly find yourself with your back against the wall.
Who is affected?
The GPSR applies to all retailers and manufacturers selling products in the EU — whether in physical stores or online. This particularly affects Amazon and marketplace sellers, private label sellers, brand owners, as well as importers and wholesalers. In short: anyone who places physical products (except food and medicines) on the EU market.
