Amazon is ending its Call-of-Stock Program (CoS) on August 1, 2024. This program allowed sellers to store goods in consignment warehouses abroad without the need for local VAT registration. With the discontinuation of the CoS, sellers now face the challenge of finding new warehousing solutions while fulfilling their tax obligations.
What do sellers need to consider?
Re-evaluate warehousing strategy: The Call-of-Stock Program previously allowed storage in France, Italy, and Spain without local VAT registration. Check your sales figures to determine whether local storage in those countries is still worthwhile or if you should switch entirely to shipping from Germany.
Activate PAN-EU and apply for VAT IDs: If you want to continue cross-border warehousing, you must activate the PAN-EU program and apply for the necessary VAT IDs in the destination countries by November 1, 2024. Without activation, Amazon will automatically return inventory to the country of origin.
