From July 1, 2026, the current customs exemption for shipments with a goods value of 150 euros or less, sent from outside the EU to consumers in the EU, will be removed. This is based on Regulation (EU) 2026/382, which introduces a mandatory customs fee of 3 euros per item or customs line in the customs declaration.
This regulation applies to both FBA shipments under Remote Fulfillment as well as FBM shipments sent directly from non-EU countries to EU customers. Shipments already stored within the EU and shipped from there are not subject to this customs fee.
For FBA products in Remote Fulfillment, Amazon automatically adds the import customs fee of 3 euros to the customer price. FBM sellers must take action themselves by using a transport service approved by Amazon and providing Amazon’s IOSS number.
What do sellers need to consider?
FBM requirements effective immediately: Anyone shipping FBM orders worth 150 euros or less directly from non-EU countries into the EU must use a transport service approved by Amazon from the Out-of-Region Carrier List. Only these carriers are authorized to use Amazon’s IOSS number for customs clearance. In addition, ASIN details and the IOSS number must be transferred to the carrier, who will then invoice the 3-euro customs fee and remit it to the EU customs authorities.
FBA Remote Fulfillment: Check pricing rules: For products in Remote Fulfillment with FBA, Amazon automatically adds the 3-euro import customs fee to the displayed customer price. In Seller Central, under Manage Inventory, the net price without customs will still be displayed. The actual final customer price can be viewed by sellers in the Revenue Calculator from July 1. Those using price automation or repricing rules should adjust them before the deadline to avoid unexpected price jumps or losses.
EU storage as an alternative: Shipments already stored within the EU and shipped from there to EU customers are not subject to the new 3-euro import customs fee. So, those who store inventory in an EU Amazon fulfillment network avoid the fee entirely and also benefit from faster delivery times. For sellers with high volumes of cross-border shipments from non-EU countries, it is worth calculating whether moving inventory to the EU would be more cost-effective.
